On the evening of June 22nd, in Dong Hoi ward, the People’s Committee of Quang Tri province, in coordination with the U.S. Embassy in Vietnam, held the opening ceremony of the Pacific Partnership – Friends of the Pacific 2026 program.
Delegates attending the opening ceremony of the Pacific Partnership-Friendships of the Pacific 2026 program in Quang Tri province made a “heart-shooting” gesture to express friendliness and affection.
Attending the ceremony were Acting Secretary of the Navy Hung Cao; on the Vietnamese side were representatives from the Ministry of Foreign Affairs , Military Region 4, Chairman of the People’s Committee of Quang Tri province Le Hong Vinh, and leaders of various sectors, localities, and units in the province.
The Pacific Partnership program is the largest multinational humanitarian assistance and disaster response program, conducted annually by the U.S. Navy in the Indo-Pacific region.
The program promotes cooperation between military and civilian organizations to enhance disaster preparedness and response. Since 2007, Vietnam has allowed the United States and partner countries to implement 12 programs in the provinces and cities of Da Nang, Khanh Hoa, Binh Dinh, Nghe An, and Quang Ngai.
The programs organized at the local level have generally yielded positive results, contributing to strengthening friendly relations and cooperation between Vietnam and the partner countries participating in the program.
The Friends of the Pacific program is a joint program organized by the U.S. Army Pacific Command and the 18th Field Medical Command. It is a series of joint humanitarian and capacity-building activities. The program is implemented through a range of activities related to humanitarian assistance and disaster relief in the fields of engineering, medicine, and disaster management.
In 2025, the Friends of the Pacific program will be held for the first time in Quang Tri province with 13 activities in the fields of: professional exchange on disaster response, explosive ordnance disposal, veterinary work, health, construction, and cultural exchange.
This year, the two programs are combined into the Pacific Partnership-Friends of the Pacific 2026 program to be held in Quang Tri province, with the aim of leveraging resources to enhance the capacity of agencies and units in the province to respond to natural disasters, improve public health, and prevent and control epidemics; thereby strengthening international cooperation, humanitarian assistance, people-to-people exchanges, and consolidating friendly relations and cooperation between Vietnam and the United States and partner countries in the region, contributing to promoting the image of Vietnam and Quang Tri province in particular as a destination for peace and cooperation.
In his opening remarks, Standing Vice Chairman of the Quang Tri Provincial People’s Committee Hoang Nam stated that Quang Tri is a land that suffered greatly from war, but it is also a place where the aspiration for peace has been preserved and strongly spread. From a locality associated with painful memories of the past, Quang Tri today has revived and is strongly rising to become a destination of peace, friendship, cooperation, and development.
Throughout this journey, the United States has always been a crucial partner. Effective cooperation programs in searching for missing persons, addressing the consequences of landmines and chemical weapons, healthcare, support for people with disabilities, victims of Agent Orange, education, and community development have brought practical value to all participating parties and local people; while also contributing to building trust and friendship between the people of the two countries.
“In particular, this year’s program takes place at a time when Quang Tri is organizing the ‘Festival for Peace’ in 2026. This meeting is extremely meaningful because we are together affirming a common message: Peace is not only an aspiration but also the foundation for nations to cooperate, develop, and move towards a better future,” said Mr. Hoang Nam.
According to the organizers, the program includes 25 activities in four main groups: humanitarian assistance and disaster prevention; healthcare; construction and repair of infrastructure; and community interaction, taking place in wards and communes of Quang Tri province from June 22 to July 6. Acting Secretary of the Navy Hung Cao will visit some of the activities within the framework of the program.
VIETNAM: CEREMONIA DE APERTURA DEL PROGRAMA ASOCIACIÓN DEL PACÍFICO – AMIGOS DEL PACÍFICO 2026 EN QUANG TRI
En la noche del 22 de junio, en el barrio de Dong Hoi, el Comité Popular de la provincia de Quang Tri, en coordinación con la Embajada de Estados Unidos en Vietnam, celebró la ceremonia de apertura del programa Asociación del Pacífico – Amigos del Pacífico 2026.
Los delegados que asistieron a la ceremonia en la provincia de Quang Tri realizaron un gesto de “corazón” para expresar amistad y afecto.
Asistieron a la ceremonia el Secretario Interino de la Marina, Hung Cao; por parte vietnamita, representantes del Ministerio de Relaciones Exteriores, de la Región Militar 4, el Presidente del Comité Popular de la provincia de Quang Tri, Le Hong Vinh, y líderes de diversos sectores, localidades y unidades de la provincia.
El programa de la Alianza del Pacífico es el mayor programa multinacional de asistencia humanitaria y respuesta ante desastres, llevado a cabo anualmente por la Armada de los Estados Unidos en la región del Indo-Pacífico.
El programa promueve la cooperación entre organizaciones militares y civiles para mejorar la preparación y respuesta ante desastres. Desde 2007, Vietnam ha permitido a Estados Unidos y a los países socios implementar 12 programas en las provincias y ciudades de Da Nang, Khanh Hoa, Binh Dinh, Nghe An y Quang Ngai.
Los programas organizados a nivel local han arrojado, en general, resultados positivos, contribuyendo a fortalecer las relaciones de amistad y cooperación entre Vietnam y los países socios participantes.
El programa Amigos del Pacífico es un programa conjunto organizado por el Comando del Ejército de los Estados Unidos en el Pacífico y el 18.º Comando Médico de Campo. Consiste en una serie de actividades conjuntas de ayuda humanitaria y desarrollo de capacidades. El programa se implementa a través de diversas actividades relacionadas con la asistencia humanitaria y el socorro en casos de desastre en los campos de la ingeniería, la medicina y la gestión de desastres.

CHINA ACCELERATES BOOST TO NUCLEAR ARSENAL WITH DOZENS OF NEW LAUNCH PADS

China has begun construction on more than 80 launch pads and three octagonal facilities in its remote northwest, near the Hami nuclear sites.
China’s longest-range nuclear missiles already have the capability to reach any point in the United States. Furthermore, a Reuters analysis of satellite imagery reveals that Beijing is developing extensive strategic infrastructure around its nuclear facilities, including new launch pads, fortified shelters, and communications centers near the silos that house these missile systems.
CHINA ACELERA EL REFUERZO DE SU ARSENAL NUCLEAR CON DECENAS DE NUEVAS PLATAFORMAS DE LANZAMIENTO
El presidente de China, Xi Jinping, ha advertido a Donald Trump sobre su gestión y los desacuerdos en torno a Taiwán. Según Pekín, la situación podría llevar a ambas potencias a un “lugar peligroso”.
China ha comenzado a construir más de 80 plataformas de lanzamiento y tres instalaciones con forma de octógono en su remoto noroeste, cerca de los sitios nucleares de Hami.
Los misiles nucleares de mayor alcance de China ya tienen capacidad para llegar a cualquier punto del territorio estadounidense. Además, un análisis de imágenes satelitales realizado por Reuters revela que Pekín está desarrollando una amplia infraestructura estratégica en torno a sus instalaciones nucleares, incluyendo nuevas plataformas de lanzamiento, refugios fortificados y centros de comunicaciones próximos a los silos que albergan estos sistemas de misiles.
Instalaciones fortificadas
La envergadura de estas obras, hasta ahora no divulgadas, sugiere una ampliación relevante de las instalaciones fortificadas destinadas a proteger y gestionar el arsenal nuclear terrestre chino.
En conjunto, esta infraestructura refleja un avance notable en la estrategia de Pekín para asegurar la supervivencia y capacidad de respuesta de sus fuerzas nucleares ante un posible ataque, lo que pone de manifiesto el creciente pulso estratégico entre China y Estados Unidos en un contexto marcado por las disputas geopolíticas, especialmente en torno a Taiwán.
La nueva infraestructura construida en el desierto se articula en torno a dos complejos octogonales situados en el este de Xinjiang, a unos 140 y 230 kilómetros de los silos nucleares de Hami. Estas instalaciones cuentan con búnkeres reforzados, depósitos de armamento y conexiones aéreas y ferroviarias.
Aunque los complejos ya eran conocidos, Reuters revela ahora la amplitud de la red de plataformas de lanzamiento vinculada a ellos, así como actividad militar reciente y la posibilidad de que se utilicen para desplegar misiles móviles y sistemas de guerra electrónica.

CHINA STANDS UP TO THE US AND PREPARES TO LAUNCH ITS FIRST NUCLEAR-POWERED AIRCRAFT CARRIER
The Type 004 will allow for the operation of permanent naval air groups in the Indian and Pacific Oceans, consolidating an imposing global presence.
China is accelerating its naval development and is now looking squarely at the United States. According to a recent analysis, the Asian nation is making progress in the construction of the Type 004, its first nuclear-powered aircraft carrier, intended to compete with the American Ford-class giants, such as the supercarrier USS Gerald R. Ford, which will act as a floating nuclear power plant for land-based installations—a Pentagon project to maintain power supply at critical bases after attacks or natural disasters.
Satellite images show very rapid development starting in 2025: the hull already has a defined shape and could become the largest warship ever built in Asia, capable of operating dozens of aircraft and projecting power thousands of kilometers from its shores. This new technological leap is no accident and already has a code name.
The Shandong: the first aircraft carrier “made in China”
Before the Type 004, China took a historic step with the Shandong (CV-17), the first aircraft carrier built entirely by its own industry. It entered service on December 17, 2019, marking the transition from a navy focused on coastal defense to one with oceanic ambitions. Key characteristics of the Shandong:
• Displacement: between 60,000 and 70,000 tons.
• Length: approximately 305 meters.
• Propulsion: conventional (steam turbines).
• Speed: up to 31 knots.
• Speed: up to 31 knots. • Air wing: approximately 40 aircraft, primarily J-15 fighters.
Unlike more modern aircraft carriers, the Shandong uses a ski-jump ramp for aircraft takeoff, which limits its fuel and weapons payload compared to catapult systems. Even so, its importance is enormous: it is the ship that allowed China to learn how to operate actual naval air strike groups, accumulating experience in exercises in the Pacific and the Philippine Sea.
CHINA PLANTA CARA A EE.UU. Y PREPARA EL DESEMBARCO DE SU PRIMER PORTAVIONES DE PROPULSIÓN NUCLEAR
El Type 004 permitirá operar grupos aeronavales permanentes en el Índico y el Pacífico, consolidando una presencia global imponente.
China acelera su carrera naval y ya mira de frente a Estados Unidos. Según un análisis reciente, el país asiático avanza en la construcción del Type 004, su primer portaaviones de propulsión nuclear, llamado a competir con los gigantes estadounidenses de clase Ford, como el superportaaviones USS Gerald R. Ford, que actuará como central nuclear flotante para instalaciones terrestres, un proyecto del Pentágono para mantener el suministro eléctrico en bases críticas tras ataques o desastres naturales.
Las imágenes por satélite muestran un desarrollo muy rápido desde 2025: el casco ya tiene forma definida y podría convertirse en el mayor buque de guerra construido en Asia, con capacidad para operar decenas de aviones y proyectar poder a miles de kilómetros de sus costas. Este nuevo salto tecnológico no es casual y ya tiene un nombre clave.
El Shandong: el primer portaaviones “made in China”
Antes del Type 004, China dio un paso histórico con el Shandong (CV-17), el primer portaaviones construido íntegramente por su propia industria. Entró en servicio el 17 de diciembre de 2019 y marcó el paso de una armada centrada en la defensa costera a una con ambiciones oceánicas. Características clave del Shandong:
- Desplazamiento: entre 60.000 y 70.000 toneladas.
- Eslora: unos 305 metros.
- Propulsión: convencional (turbinas de vapor).
- Velocidad: hasta 31 nudos.
- Ala aérea: unas 40 aeronaves, principalmente cazas J‑15.
A diferencia de los portaaviones más modernos, el Shandong utiliza un sistema ski-jump (rampa) para el despegue de aviones, lo que limita la carga de combustible y armamento frente a los sistemas de catapulta. Aun así, su importancia es enorme: es el buque que permitió a China aprender a operar grupos de combate aeronavales reales, acumulando experiencia en ejercicios en el Pacífico y el mar de Filipinas.
En el Astillero de Dalian en el norte de China, está en marcha la construcción del cuarto portaaviones de China, el Tipo 004.
De Shandong a Type 004: el salto definitivo
El Shandong representa la fase de aprendizaje. El siguiente escalón lo dio el Fujian (Type 003), que ya incorpora catapultas electromagnéticas. Y ahora, el Type 004 apunta todavía más alto. El Type 004 será nuclear, más grande y con catapultas electromagnéticas, lo que permitirá más autonomía, más aviones (tendrá capacidad para 90 o más aeronaves (cazas, drones, aviones radar), y catapultas electromagnéticas (EMALS) para lanzar aviones más pesados y con mayor carga.
China busca operar grupos aeronavales permanentes en el Índico y el Pacífico, consolidando una presencia global comparable a la de Estados Unidos. El gigante asiático ya no quiere sólo defender su entorno inmediato, sino proyectar poder a escala global. El Shandong fue el primer paso real y el Type 004 será el salto definitivo. Con los portaaviones de propulsión nuclear como el Tipo 004 podrían adentrarse más en el Pacífico, mientras que los portaaviones convencionales se centrarían en misiones más cercanas a Taiwán o al Mar de China Meridional.
Según el análisis basado en imágenes satelitales del CSIS recogido por Interesting Engineering, en apenas un año el casco del buque ha pasado de secciones prefabricadas a una estructura claramente reconocible. Ya supera los 280 metros de longitud en fase temprana y podría estar operativo en la próxima década, en torno al 2030-2032.
